Portugal: New flag regulations and teacher career corrections approved

Portuguese President António José Seguro has promulgated Decree 110/XVII, establishing new rules for the use of flags on public buildings. The decree follows a previous veto by the President, who had raised concerns regarding the distinction between humanitarian causes and political-party positions to preserve the neutrality of state institutions. The revised text, approved by the Assembly of the Republic, allows for flags symbolizing humanitarian causes that align with Portugal’s international commitments while ensuring legal security for citizens and institutions.

Separately, the Assembly of the Republic unanimously approved an exceptional regime to correct career progression errors for teachers. The measure, which originated from a citizens' initiative, aims to rectify positioning issues caused by the calculation of service time. While all parliamentary groups supported the final text, certain amendments proposed by Chega, PCP, and Livre—such as pension recalculations for retired teachers and retroactive payments dating back to 2018—were rejected by the PSD, CDS-PP, and IL, with the PS abstaining.
