Portugal passes major reforms to ride‑hailing law, allowing taxis on Uber and Bolt platforms

Portugal’s Assembly of the Republic approved a comprehensive amendment to the TV DE (transport remunerado de passageiros em veículos de disponibilização eletrónica) law. The new rules let licensed taxis register with ride‑hailing platforms such as Uber and Bolt, provided they meet the same requirements as TVDE operators and join a licensed electronic platform manager.

Drivers will now have to demonstrate proficiency in Portuguese, with language tests included in their certification. Vehicle age limits were extended from seven to ten years (twelve for electric cars), and the use of anti‑fraud holographic stickers was introduced. Dynamic‑pricing caps were removed, permitting higher fares during peak demand. Interior video recording is optional and may only be used with explicit driver consent. Advertising on vehicle exteriors is now permitted, aligning taxi rules with those for TVDE services.

The bill, backed by PSD, Chega, CDS‑PP and JPP and opposed by PS, IL, Livre, PCP, BE (PAN abstained), has been sent to the President for promulgation. Mobility authorities expressed concerns about merging the two regimes, but legislators argue the changes will increase transparency and competition in the sector.
