Portugal Police Financial Director Álvaro Pires Denies Contractor Links, No Disciplinary Action
An investigation by Portuguese media linked contractor João dos Santos Carvalho, owner of Construbarcelos, to construction work at the home of Álvaro Pires, the financial director of the Polícia Judiciária, in Charneca da Caparica late last year. The probe prompted the Ministry of Justice to launch an internal audit of the police agency in August 2026. Records show Construbarcelos received 17 contracts from the Polícia Judiciária between 2019 and 2025, worth more than two million euros, and was informally involved in storing a seized drug trailer at the behest of former PJ director Luís Neves, now minister of internal administration.
The national direction of the Polícia Judiciária, led by Carlos Cabreiro, confronted Pires immediately after the allegations surfaced. Pires categorically denied any work being carried out by Construbarcelos at his residence. Citing a lack of evidence, the agency decided not to open a disciplinary proceeding against him. Neighbourhood witnesses reported seeing Construbarcelos vans parked near the house, and investigators traced a vehicle’s license plate to the contractor.
