Portugal political debate intensifies over 2027 budget and reform pacts

Portugal's political landscape is facing significant shifts regarding the 2027 State Budget. The Socialist Party (PS) has announced its intention to abstain during the budget vote, a move intended to provide political stability to Prime Minister Luís Montenegro's administration. This decision follows government guarantees regarding constitutional revision, pension protections, and municipal support.

The move has drawn sharp criticism from opposition parties. The Chega party accused the PS of making the budget “useless” by removing the pressure for the government to negotiate, while the Portuguese Communist Party (PCP) stated it would vote against the budget regardless of its contents, accusing the PS of enabling government policy.

In a separate development, a group of business leaders, economists, and former ministers have issued the “Manifesto for Good Understanding in Democracy.” The document calls for a long-term political agreement between the PS and the Social Democratic Party (PSD) to implement structural reforms in the electoral system, justice, and education over several legislative cycles.

Additionally, the Portuguese Business Association (AEP) has submitted 16 proposals for the 2027 budget, emphasizing the need for tax reductions, increased investment, and measures to improve business competitiveness and internationalization.
