Portugal and Brazil implement fuel subsidies to counter rising costs
Governments in Portugal and Brazil are implementing measures to mitigate the impact of rising fuel costs on key sectors.
In Portugal, Minister Maria da Graça Carvalho announced that the government is preparing new support measures for freight transport, firefighters, the social sector, and taxi drivers. These supports, which may include vehicle-based aid or per-liter subsidies, aim to compensate for rising fuel prices. The government has already allocated approximately 1 billion euros through ISP discounts, a figure expected to reach 1.3 billion euros by year-end. The minister noted that price caps remain an exceptional last resort.
In Brazil, the federal government has issued a provisional measure (MP 1.391/2026) to extend diesel subsidies for producers and importers. This new regulation allows for more flexibility, reducing the subsidy review period from two months to 30 days, enabling the Ministry of Finance to adjust values based on internal supply conditions. Additionally, the government announced a temporary tax reduction of R$ 0.63 per liter on gasoline (PIS/Pasep and Cofins) and zeroed these taxes on hydrated ethanol to counter international oil price volatility.
