Portuguese President António José Seguro has signed into law a ban on face coverings in public spaces, a measure often referred to in local media as the “burqa law.” The legislation prohibits clothing designed to conceal the face or prevent identification in public areas. It also forbids coercing individuals to cover their faces based on gender, religion, age, or origin.

Originally proposed by the far-right Chega party, the bill was approved by Parliament in July with support from the governing right-wing coalition and far-right parties. President Seguro stated that the decision aligns with European Court of Human Rights rulings and is supported by principles of social integration, public security, and non-discrimination. He emphasized that the face is a “central element of human identity and communication.”

Violators of the law face fines ranging from 150 to 3,000 euros, depending on whether the violation was negligent or intentional. The law includes specific exemptions for health, professional, artistic, or weather-related reasons, as well as for use within places of worship, diplomatic missions, and on airplanes.

The law has faced significant opposition from left-wing parties, including the Socialist Party, Livre, and the Portuguese Communist Party, who warned it could fuel Islamophobia and hate speech. Amnesty International Portugal has also criticized the measure, arguing it is discriminatory and threatens the rights of Muslim women.
