Portugal public administration directors rise 1.3% to 16,115 in 2025

The Directorate‑General for Administration and Public Employment (DGAEP) reported that Portugal’s public administration ended 2025 with 16,115 senior managers, up 1.3% from the previous year. The growth was most pronounced in regional and local bodies, which saw a 2.9% increase, while central administration rose only 0.6%. The bulk of the expansion occurred at intermediate management levels, especially in the autonomous regions.

The average base salary for all public managers reached €3,129.2 per month, a 2.9% rise year‑on‑year, and total average earnings climbed to €3,732.9, up 2.4%. The average age of managers was 51.8 years, with senior‑grade officials averaging 55.6 years. The report also noted a slowdown in retirements and a slight reduction in the ageing of the civil service workforce.
