Portugal publishes ambitious housing fiscal package
Portugal has published its most ambitious housing fiscal package in a decade in the Diário da República. The legislative package introduces various tax relief measures based on the government's concept of “moderate pricing.”
Legal experts suggest the package is a serious and coherent instrument that lowers the tax cost of construction, improves rental treatment, and creates long-term investment vehicles. It aims to link incentives to moderate rents and prices while protecting investors against regulatory risk.
However, analysts note that the package may not fully resolve the housing crisis. Experts point to the need for deeper reforms in land management and licensing, greater predictability in rental rules, and a clear strategy for increasing public housing stock. Some suggest that without immediate and large-scale public investment, the full effects of these measures may not be felt for two to three years.
