Portugal reforms arts funding with new support programs

The Portuguese Government has approved a new Regulation for Arts Support Programs, replacing the regime in place since 2021. The reform aims to make the allocation of public funds more predictable, transparent, and subject to reinforced evaluation mechanisms.

The new framework establishes six distinct support programs: sustained support, project support, partnership support, support for new creators and first works, support for external cultural action, and support for traditional arts and crafts. Eligible domains include architecture, visual arts, design, photography, circus, dance, music, opera, theater, street arts, and digital arts.

Key changes include the creation of an update factor for financial support in the four-year modality to ensure greater stability for supported structures. Additionally, the reform emphasizes territorial cohesion by allowing for the setting of global amounts or minimum numbers of supports per territory to ensure a more balanced distribution of funding.
