Portugal revises Public Contracts Code to reduce bureaucracy

The Portuguese government has implemented a significant revision of the Public Contracts Code (CCP) through Decree-Law no. 177/2026. This legislative update aims to address long-standing issues regarding procedural delays, excessive bureaucracy, and outdated regulations.

The new rules are designed to simplify processes for companies participating in public procurement. Key changes include a reduction in required documentation, more flexible procedures, and a greater emphasis on quality. The revision also seeks to create opportunities for presenting innovative solutions.

The legal framework categorizes procurement into different types, including open procedures with international publicity, national contests, and closed procedures such as direct awards or prior consultations. These classifications determine whether notices must be published in the Official Journal of the European Union or the Diário da República.
