Portugal security forces leadership evolution

The historical evolution of leadership roles within Portuguese security forces underwent significant legislative changes starting in the 1990s. Prior to 1996, top positions in the PSP and GNR were reserved for military officers, while the Polícia Judiciária (PJ) was led by members of the judiciary, a structure inherited from the previous dictatorship.

Following a legislative rupture in January 1996, the PSP began a demilitarization process. This led to the replacement of the General Commander role with a National Director in 1997, a change formally established by law in 1999. This model of national leadership eventually expanded to the PJ and the former SEF, shifting the organizational hierarchy of these state security institutions.
