Portugal sets maximum rent limits for affordable housing regime
The Portuguese government has published the maximum rent limits for the Simplified Affordable Rental Regime (RSAA). These monthly limits vary by property type and municipality, ranging from 224 euros for a T0 in certain municipalities to 2,066 euros for a T5 in Lisbon.
The calculation of these limits is based on 80% of the median rental values provided by the National Institute of Statistics (INE) for each municipality. Additionally, the values account for property characteristics such as energy efficiency (Class A or higher) and the availability of private parking, which are considered factors that increase property value.
The RSAA is part of the ‘Construir Portugal’ housing program, introduced by the government of Luís Montenegro to replace the previous Affordable Rental Support (PAA) program. The goal is to increase the supply of low-cost rental housing with reduced bureaucracy. The limits are managed via an electronic platform by the Institute of Housing and Urban Rehabilitation (IHRU), which includes tools for calculating applicable increases and limits.
