Portugal submits €1.6 billion Social Climate Plan to European Commission

Portugal has formally submitted its Social Climate Plan to the European Commission, proposing an investment of approximately €1.6 billion to be executed by 2032. Managed by the Climate Agency (APC), the plan aims to facilitate a just energy transition and protect vulnerable groups from rising fossil fuel costs.

The initiative intends to support roughly 50,000 vulnerable families with housing energy efficiency measures and 5,000 families with electric mobility. Additionally, the plan targets 10,000 micro-enterprises for fleet electrification and the deployment of 700 electric buses to strengthen transport in low-density territories and autonomous regions.

Minister of Environment and Energy Maria da Graça Carvalho described the plan as central to the national energy transition strategy. Following negotiations with the European Commission, implementation is expected to begin in the second half of 2027.
