Portugal education sector faces teacher shortages and enrollment surges
Portugal is facing significant challenges in its education sector, characterized by teacher shortages and enrollment pressures. In Lisbon, specifically in the Marvila area, at least 14 teachers are missing across six schools, leaving approximately 307 primary school students without consistent instruction. Some students have reportedly been kept at home due to the lack of staff.
In parliament, Minister of Education Fernando Alexandre reported that 380 enrollment requests were received in the first week of October, with 73% of those students being of foreign nationality. The Minister defended the system, stating that the influx of late applications is a recurring dynamic and that the Ministry is managing cases individually. He noted that the management of school classes has transitioned from the former DGEstE to the new Agência para a Gestão do Sistema Educativo (AGSE), which now grants more autonomy to school directors.
In the Azores, the PCP/Açores party has called for a strategic shift to address the growing shortage of teachers, citing poor working conditions and professional devaluation as primary causes. Additionally, data from the Education at a Glance 2026 report highlights a crisis in teacher satisfaction, noting that only 39% of Portuguese third-cycle teachers are satisfied with their employment conditions, significantly lower than the OECD average of 68%.
