Portugal to acquire 13.7% stake in REN energy grid operator
The Portuguese government has agreed to acquire a 13.7% stake in the national electricity grid operator, REN, from Pontegadea Inversiones S.L., the investment vehicle of Amancio Ortega. The transaction, valued at over 320 million euros, will be executed through the state holding company Parpública.
Prime Minister Luís Montenegro stated that the acquisition aims to protect strategic interests, enhance the resilience of critical infrastructure, and potentially contribute to lowering electricity costs by participating in strategic investment decisions. However, former Infrastructure Minister João Galamba has criticized the move, arguing that the state already possesses sufficient regulatory power through concessions and the energy regulator (ERSE) to influence REN's activities without the need for direct capital injection.
Former ERSE president Vítor Santos noted that while the move increases the state's ability to influence strategic decisions and potentially appoint a non-executive director, it does not grant direct control over management or immediate tariff reductions. Additionally, records show the Portuguese state injected approximately 43 million euros into Parpública shortly before the REN deal was announced, though the Ministry of Finance has not clarified if these funds were intended to finance the acquisition.
