Portugal to restructure APA and ICNF environmental agencies

Portugal's Environment Minister, Maria da Graça Carvalho, has announced that the restructuring of the Portuguese Environment Agency (APA) and the Institute for Nature Conservation and Forests (ICNF) is nearly complete and will soon proceed to the Council of Ministers.

The government's plan aims to achieve a ‘deep simplification of licensing processes’ by reducing administrative steps, deadlines, and requirements. The new model intends to shift the focus from extensive prior procedures to increased post-approval inspection, aiming for a faster and more predictable system.

However, the environmental association Quercus has criticized the move, accusing the government of conducting the reform ‘behind closed doors’ without sufficient transparency. Quercus expressed concern that the changes could lead to more lenient or rushed licensing for high-impact projects. The association also warned that relying on post-approval inspection may be ineffective due to a perceived lack of technical and human resources for field enforcement.
