Portugal toll regulations: unpaid fees can lead to significant fines

Under current Portuguese law, failing to pay electronic or manual tolls can result in significant administrative penalties. According to Law No. 25/2006, as amended by Law No. 27/2023, non-payment of a toll fee constitutes an administrative offense, which can be triggered even by negligence or simple oversight.

The minimum fine is set at five times the value of the unpaid toll, with a mandatory minimum of 25 euros. The maximum fine can reach double that minimum amount, subject to the limits of the General Regime of Tax Infractions. In addition to the fine itself, drivers may be liable for the original toll amount, administrative costs, interest on arrears, and legal expenses if the process moves to coercive collection. These regulations have been in effect since July 1, 2024.
