Portugal tourism growth slows in 2025, total arrivals hit 29.9 million

Portugal received 29.9 million non‑resident tourists in 2025, a 3.3% increase over the previous year but far slower than the 9.3% rise recorded in 2024. The Spanish market remained the largest source, accounting for 23.8% of arrivals despite a 0.6‑point decline, while the United Kingdom held the second place with an 11.9% share and was the only major market to grow (+1.9%). France fell to third with 10.9% of arrivals, down 2.9%.

Overall accommodation activity recorded 34.8 million guests and 89.7 million overnight stays, up 2.2% and 1.6% respectively. Domestic travel surged 13.7% to 26 million trips, driven by a 14% rise in intra‑national journeys (22.2 million) and a 12.5% increase in trips abroad (3.9 million). Average spending per tourist fell 4.2% to €265.1, with resident travelers spending €171.6 per trip domestically.

The tourism seasonality index dropped to 36.4%, the lowest level since 2013, signalling a more even distribution of activity throughout the year. Regionally, Alentejo continued to exhibit the highest seasonality (43.6%), while the Algarve recorded a resident‑stay seasonality above 50%.
