Portugal traffic laws regarding electric scooter usage
Under Portuguese traffic law, electric scooters are classified as velocipedes, provided they meet specific technical requirements: a maximum continuous motor power of 0.25 kW and a maximum speed of 25 km/h.
Because they are categorized as velocipedes rather than pedestrians, riders must adhere to specific rules when approaching crossings. According to the Code of the Road, when approaching a pedestrian or velocipede crossing without light signals or an officer, riders must reduce speed and stop if necessary to allow pedestrians or other velocipedes already in the crossing to pass.
If a scooter exceeds the 25 km/h speed limit or the 0.25 kW power threshold, it is no longer classified as a velocipede. Instead, it is categorized as a moped, which requires official homologation, registration, insurance, and a valid driver's license.
