Portugal's Fortalezas Abaluartadas da Raia UNESCO Nomination Deferred

The UNESCO World Heritage Committee in Busan, South Korea, recommended deferring Portugal's nomination of the "Fortalezas Abaluartadas da Raia" to allow the state to strengthen the site's documentation and conceptual framework. A Portuguese delegation, including Ambassador Rosa Batoréu and Ambassador Jorge Lobo de Mesquita, met with ICOMOS officials to discuss the technical evaluation, which praised the site's universal value while highlighting the need for a clearer narrative and deeper historical research. ICOMOS advised Portugal to develop additional work on the defensive system's conceptual structure, historical investigation, and the composition of the proposed series before re‑submission. The recommendation does not question the heritage value of the fortifications, and officials expressed confidence that the site has strong potential for inscription on the World Heritage List.
