Portugal's INEM Reorganization Threatens Hundreds of Ambulances
Decree‑Law No 143/2026, which entered into force on 1 August 2026, designates the Instituto Nacional de Emergência Médica (INEM) as the National Authority for Medical Emergency. The law transfers Ambulâncias de Emergência Médica (AEM) to Local Health Units and converts the current Ambulâncias de Suporte Imediato de Vida (SIV) into light vehicles.
The STEPH union warns that more than a hundred ambulances could be removed from the Integrated Emergency Medical System; a workers' commission estimates about 100, while the INEM president cites 84. The reorganisation could affect municipalities in the Alto Tâmega region – Chaves, Lamego, Mirandela, Mogadouro, Montalegre and Vila Nova de Foz Côa – and several councils in the Aveiro district (Aveiro, Águeda, Anadia, Arouca, Espinho, Oliveira de Azeméis, Ovar).
Government officials reaffirm that the pre‑hospital emergency response will remain assured and that no dismantling of the system is underway. Socialist Party deputies from the Aveiro district have asked the Health Minister to clarify the impact of the changes on local emergency capacity.
