Portugal's Labour Minister Palma Ramalho rejects structural Social Security reform
Labour, Solidarity and Social Security Minister Maria do Rosário Palma Ramalho told parliament that a structural overhaul of Portugal's Social Security system is off the agenda for the current legislative term. She said the government will instead consider "complementary measures"—such as financial‑literacy schemes and optional pension plans—once the final report of the expert group led by economist Jorge Bravo is released.
The report, originally due by the end of January and later pushed to 30 June, will be presented internally before being shared with social partners and deputies. Palma Ramalho indicated the government will analyse the findings, possibly incorporate proposals from parties, and publish the conclusions on the ministry’s website. In parallel, the minister is set to face questions on a stalled labour‑code revision, which has yet to reach an agreement after extensive negotiations in the Concertação Social.
