Portugal's Mobilising Agendas to Add Up to 3% to GDP

Portugal’s 51 Mobilising Agendas, funded under the EU Recovery and Resilience Plan, are projected to generate more than €8 billion in revenue by 2026, create about 11 000 qualified jobs and contribute 2.5‑3 % to the national GDP. The programmes involve €5.4 billion of eligible spending and €3.2 billion in incentives, with over €2 billion already disbursed. A total of 1 098 co‑promoters – 874 firms and 224 scientific, technological and public entities – are collaborating across sectors such as aerospace, space, tourism, footwear, textiles, energy, construction, raw materials, health, technology, transport and logistics.

The latest figures show that of the 1 270 new products, processes or services contractually planned, 1 087 have been completed, a 90 % execution rate, while average financial execution stands at 53 %. Notable outcomes include Portuguese satellites, AI for space‑traffic management, advanced injectable medicines, next‑generation battery technologies, electric‑mobility solutions, telemedicine services and bio‑economy initiatives. Minister of Economy and Territorial Cohesion Castro Almeida highlighted the agendas as collaborative platforms that turn scientific knowledge into economic value and higher‑value‑added chains.
