Portugal's Parliament Rejects Controversial Labor Reform Bill

The Portuguese government’s proposal to overhaul labor legislation was voted down on 19 June 2026. The bill aimed to increase flexibility for employers by expanding temporary contracts, removing the right to reinstatement after unlawful dismissal and limiting parental‑leave provisions. It was supported only by the governing coalition of PSD‑CDS‑PP and the liberal IL, while all opposition parties – Chega, PS, Livre, PCP, BE, PAN and JPP – voted against it.

Foreign Affairs Minister Paulo Ranged lamented the defeat, saying the “swallow may have died, but spring goes on,” and argued the reform would have boosted economic growth and workers’ rights. Opposition critics warned the measures would deepen job precarity, especially for young workers, and undermine social protections.

The rejection leaves Portugal’s labor market unchanged and signals continued political contention over employment policy.
