Portugal's Proposed Single Social Benefit Raises Stigma Concerns

The European Anti‑Poverty Network in Portugal (EAPN Portugal) warned that the government's proposed Single Social Benefit (Prestação Social Única, PSU) could increase non‑take‑up of aid and deepen aporophobia – the stigma and rejection of poor people. The organization argues that linking the benefit to mandatory participation in social solidarity activities or “convenient employment” may suggest that recipients are responsible for their poverty, reinforcing negative stereotypes and discouraging eligible individuals from applying.

EAPN Portugal calls for the PSU to be based on a minimum income guarantee that ensures a dignified life, combined with structural reforms such as fair job opportunities, accessible services, inclusive training and non‑stigmatizing support. The group urges the Portuguese Parliament to hear directly from benefit recipients, professionals and civil‑society actors before finalising the legislation, to ensure the measure effectively combats poverty and promotes social inclusion.
