Portugal's Socialist Party asks government to explain Quartel da Graça hotel concession
The Socialist Party (PS) in Portugal submitted a parliamentary question to Finance Minister Joaquim Miranda Sarmento, requesting a status report on the concession of the Quartel da Graça barracks to the hotel group Sana. The party alleges a contractual breach, noting that the concession agreement required construction to be completed by the end of 2023, yet works only began in March 2026.
Sana has appealed to the State property manager Estamo to revise the contract and extend the construction deadlines. The PS is seeking transparency on the concession, asking the government to detail the measures it will take in response to the alleged breach, the amounts of financial compensation already owed to the state, how much has been paid, the outstanding balance, and the status of Sana’s request to restore financial equilibrium.
The party emphasizes the public interest in ensuring that state-owned property is managed properly and that financial obligations to the treasury are fulfilled.
