Portugal's Socialist Party proposes a Sea Agency and 30 blue‑economy measures

The Portuguese Socialist Party (PS) announced a plan to create a Portuguese Sea Agency and introduce 30 measures to boost the blue economy. Party leader José Luís Carneiro said the proposals will give “political priority” to the sector, which he estimates supports about 4 % of national employment. The plan also calls for updating the National Sea Strategy 2030, establishing a National Sea Council, and reinforcing maritime research and funding.

Separately, the Left Bloc (BE) parliamentary group submitted a resolution urging the government to create high‑seas Marine Protected Areas in the Sargasso Sea and the Macaronesia corridor under the newly effective Biodiversity Beyond National Jurisdiction (BBNJ) treaty. The proposal highlights Portugal’s role as a driving force for ocean governance and seeks to protect 30 % of the ocean by 2030, safeguarding critical habitats and species migration routes.
