Portuguese conferences address child protection and elderly vulnerability

In Esposende, the 5th Intermunicipal Congress on the Protection of Children and Young People was held to address current challenges facing youth and the necessity of adapting protection systems. The event, themed “Childhoods that ask for time, systems that ask for change,” was organized by the Child and Youth Protection Commissions (CPCJ) and the municipalities of Esposende, Barcelos, Vila Nova de Famalicão, and Vila Verde. Participants included Ana Isabel Valente, President of the National Commission for the Rights of Children and Young People, and various municipal leaders, emphasizing the importance of intermunicipal cooperation and networked work to prioritize children's rights.

In Bragança, the conference “Age and vulnerability: where should Law go” focused on the legal challenges of aging and protecting vulnerable elderly populations. Experts, including João Cura Mariano, President of the Supreme Court of Justice, discussed the regime of the “supported adult” (maior acompanhado), noting difficulties such as insufficient expert resources and the need to potentially professionalize the role of guardians when family members are unavailable. A central theme of the debate was that vulnerability and incapacity are distinct realities, and legal protection should aim to preserve an individual's autonomy and decision-making capacity rather than automatically replacing their will.
