Portuguese Environment Agency approves Porto-Gaia high-speed rail project

The Portuguese Environment Agency (APA) has approved the execution project for the high-speed railway line connecting Porto and Gaia. The agency determined that the project complies with the previously issued Environmental Impact Declaration (DIA).

As part of this decision, the APA proposed environmental compliance for sub-sections 4 and 5 of the Porto-Oiã stretch, contingent upon meeting specific terms and conditions.

The project follows a concession contract signed on July 29, 2025, between Infraestruturas de Portugal (IP) and the LusoLav consortium, which includes companies such as Mota-Engil, Teixeira Duarte, and Alves Ribeiro. The original plan involves constructing a road-rail bridge over the Douro River, renovating the Porto-Campanhã station, and building a new underground station in Vila Nova de Gaia at Santo Ovídio.

This approval follows a period of contention where the APA rejected alternative proposals from the AVAN Norte consortium in December 2025, specifically regarding the relocation of the Gaia station to Vilar do Paraíso, citing concerns over poor public transport connectivity.
