Portuguese municipalities advance local housing and urban planning measures

Municipalities in Portugal are advancing local housing and urban planning initiatives. In Salvaterra de Magos, the City Council has approved a simplified procedure to amend the Coitadinha Detailed Plan. This change aims to increase the maximum housing capacity in the urban expansion zone from 470 to 627 units, a potential increase of 157 homes. The amendment seeks to provide greater flexibility by allowing floors currently designated for commerce or services to be used for residential purposes, following national legislative changes intended to facilitate housing availability.

In Albergaria-A-Velha, the City Council has opened a 30-day public consultation period for a proposed ‘Municipal Housing Charter’. The document is intended as a strategic planning instrument to identify local housing needs and priorities, which is necessary for accessing public funding. While the technical quality of the diagnosis was acknowledged, opposition members have called for more concrete measures, including clearer financial programming, cost estimates, and specific timelines to move beyond general intentions.
