Portuguese parish councils announce service closures to protest budget
Numerous parish councils (juntas de freguesia) across Portugal have announced the temporary closure of public services on November 4. This action is part of a national protest organized by the National Association of Parishes (ANAFRE) against the proposed 2027 State Budget.
The protesters are demanding increased financial resources, specifically contesting the maintenance of the state tax participation rate at 2.5% instead of the 3.5% previously agreed upon. ANAFRE warns that under the current proposal, approximately 210 parishes could receive less funding in 2027 than they did in 2026.
Closures have been confirmed in various regions, including Almeirim, Viseu, Funchal, Sintra, Amadora, Loures, Odivelas, and the Baixo Alentejo region. Local officials emphasize that the measure is a symbolic protest rather than a strike, intended to highlight the essential role parishes play as the primary point of contact for citizens and to advocate for the sustainability of local services.
