Powys County Council grapples with grant‑funding reliance and primary school closure plan

Powys County Council's Finance Panel highlighted the authority's dependence on one‑off grant funding. In the 2025/26 budget, the council recorded a £1.22 million surplus, but received £3.86 million in grants, including £2.86 million from a Regional Integrated Fund for Social Services. Councillors warned that any shortfall could force the use of reserves and called for more predictable annual funding.

At the same time, the council's Liberal Democrat/Labour cabinet discussed a proposal to close Gladestry Church in Wales Primary School in August 2027. The school currently has 31 pupils, projected to fall to 19 by 2030, and costs £7,696 per pupil, higher than the Powys average. Opposition councillors argued the school is a community hub, that closure would divert pupils and funding to schools across the England‑Wales border, and that alternatives such as federation had not been explored.
