Juanma Moreno's Andalusian investiture hinges on PP‑Vox talks

Following the May 17 election, the People's Party (PP) secured 53 seats in the Andalusian parliament, two short of an absolute majority. Vox won 15 seats and is in a position to provide the votes or abstention needed for the investiture of incumbent president Juanma Moreno.

Negotiations have intensified as the new parliament convenes on June 11. After a brief meeting during the Pope’s visit to Spain, PP leader Moreno and Vox chief Santiago Abascal held an informal discussion, signalling a possible thaw in relations. Key topics include the composition of the parliamentary "Mesa," tax reductions, agricultural aid, and the contentious "priority national" stance on migrant minors, which Vox demands be reflected in any coalition agreement.

Vox’s demands also cover a reduction in taxes, increased support for the farming sector and a hard line on illegal migration. Moreno has stressed the need to respect the electoral outcome while seeking a minimal concession that would avoid giving Vox a full‑government portfolio. The deadline for presenting a candidate is within 15 days of the parliament’s first session, keeping political pressure high as the parties work toward a governing pact.
