Prague's New Metropolitan Plan to Unlock Land for Up to 350,000 Housing Units

The City of Prague is finalising its Metropolitan Plan, a new comprehensive zoning document that will replace the outdated 1999 land‑use plan. Public comment closed on 3 December 2025, and the municipal authority is now addressing roughly 10 000 submissions. The plan is set to take effect in December 2028, at which point the 1999 plan will lapse.

Key provisions will open brownfield sites and large development parcels across the city centre and outer rings, enabling the construction of as many as 350 000 new apartments. The document also includes an exception: any building permit processes that began before the plan’s activation can be completed under the rules of the existing plan, shielding ongoing projects from the new regulations. Planners stress that the overhaul is intended to ease Prague’s chronic housing shortage, with the city expecting its population to rise by about 300 000 residents by 2050.

The Metropolitan Plan aims to streamline approvals for residential projects, accelerate new construction, and provide a clear framework for future urban growth in Prague.
