Precarious teaching contracts impact Italian schools

The issue of precarious employment within the Italian school system is impacting both educators and students. Teachers often face years of instability, moving between institutions and waiting for assignments, which disrupts the continuity of education for students. When effective teachers are forced to leave due to contract expirations or better opportunities elsewhere, the learning process for students is significantly interrupted.

To address this, the Coordinamento Docenti Precari suggests the ‘double channel’ recruitment system as a solution. This approach aims to balance the rights of qualified candidates with the need to stabilize the workforce. Proponents argue that the structural repetition of fixed-term contracts to cover permanent needs can constitute an abuse of the system, a view supported by the Italian Court of Cassation, the Court of Justice of the European Union, and the European Commission. Legislative interventions, such as those seen in previous years, are viewed as necessary tools to resolve these long-standing structural issues in public administration.
