Premier League proposes €2 billion plan to resolve EFL impasse

The Premier League has reached a unanimous agreement among its twenty clubs to propose a €2 billion funding plan over the next decade aimed at resolving a long-standing impasse with the English Football League (EFL). The proposal seeks to approximately double existing solidarity payments to clubs in the Championship, League One, and League Two.

Negotiations are ongoing, with a reported €30 million discrepancy remaining between the Premier League's offer and the EFL's demands. Disagreements persist regarding the distribution of funds: the Premier League proposes allocating 80% to the Championship, 12% to League One, and 8% to League Two, whereas the EFL seeks higher percentages for the lower two tiers.

The plan includes several structural and financial provisions:

• 15% of the extra funds must be invested in infrastructure. • A €20 million emergency fund for clubs facing financial distress. • A proposal to change League Cup semi-finals from two-legged ties to single matches. • Discussions regarding promotion and relegation rules between League Two and the National League.

The injection of capital is intended to reduce EFL clubs' reliance on owner financing and prevent funds from being used solely for player salaries.
