Portugal President promulgates PSU reform and refers immigration law to Constitutional Court
Portuguese President António José Seguro has promulgated the decree-law creating the Prestação Social Única (PSU), a reform that consolidates thirteen social benefits into a single system. The promulgation was completed on 7 August 2026 to meet the 31 August deadline required by the EU Recovery and Resilience Plan (PRR) and avoid loss of funding. While the reform aims to reduce bureaucracy and increase transparency, President Seguro warned that the simplification must not diminish social protection for vulnerable groups, including low-income families, the elderly, and people with disabilities. He also emphasized that the decentralization of powers to municipalities must be supported by adequate financial resources.
Separately, President Seguro has referred the Law on Nationality and a decree regarding asylum, detention, and the return of foreigners to the Constitutional Court for preventive review. He cited concerns regarding the protection of children, potential family separations, and the legality of increased administrative detention periods for non-criminal foreign nationals. The political party Chega criticized this move as irresponsible, particularly given recent migration pressures at the Ceuta border. Seguro maintained that while border security is necessary, it is not incompatible with human dignity.
