Chocó reconstruction: President de la Espriella announces ‘Marshall Plan’
Following a devastating 7.4 magnitude earthquake on August 10 that caused 331 deaths and affected hundreds of thousands, Colombian President Abelardo de la Espriella has launched a ‘Marshall Plan’ for the reconstruction of Chocó.
The initiative aims to transform the region through five strategic pillars: infrastructure, private investment, productive formalization, fiscal incentives, and sustainable tourism. A central component involves studying the feasibility of an interoceanic canal and a railway corridor to connect the Pacific coast of Chocó with the Caribbean sea in Antioquia.
Infrastructure investments are estimated at 1 trillion pesos, intended to be funded through a combination of national resources, private contributions, and the ‘Works for Taxes’ mechanism. Key projects include improving road connectivity in regions like Quibdó, San José del Palmar, and Istmina, as well as strengthening the Bahía Solano airport. Additionally, a 5 billion peso fund will be established to provide seed capital to 1,000 earthquake-affected entrepreneurs, supported by entities such as Bancolombia and iNNpulsa.
