Dominican President Luis Abinader faces stalled public works and rapid ministerial turnover

President Luis Abinader of the Dominican Republic has postponed the inauguration of several major infrastructure projects until the final two years of his term. Planned works include the Santiago Monorail, Metro extensions in Villa Mella and Los Alcarrizos, the widening of Avenida Colombia and developments around the Botanic Park. While the president remains busy with weekend openings of various services, opposition parties argue that without inaugurations the government has accomplished little.

At the same time, six key ministries under Abinader's administration have experienced frequent changes in leadership, with average tenures of about two years. Ministries affected include Education, Youth, Health and Public Assistance, Environment, and the Presidency. Notable turnover includes the brief tenures of education minister Roberto Fulcar, youth ministers Kimberly Taveras Duarte and Luz del Alba Jiménez Ramírez, and the assassination of environment minister Orlando Jorge Mera. Such rapid rotations are said to hinder policy continuity and the implementation of long‑term plans.
