Ghana to ban raw mineral exports by 2030 to drive industrialization

President John Dramani Mahama has announced a strategic policy to phase out the export of unprocessed mineral resources from Ghana by 2030. The initiative, part of the ‘Accra Reset’ program, aims to transition the nation from a raw material exporter to an industrial hub by mandating local refining and processing of resources such as bauxite, manganese, iron ore, lithium, and diamonds.

The government intends to implement this transition through new legislation that requires investors to integrate value-addition activities into their mining projects. Key industrial priorities include developing domestic aluminum refining, modernizing VALCO, and expanding the steel and semi-finished product sectors. This shift is designed to create jobs, increase national revenue, and ensure greater economic sovereignty.

To support this industrial pivot, the government has committed to improving infrastructure, energy supply, and technical training. President Mahama has also called for increased coordination among African nations to harmonize mineral policies and build regional value chains, ensuring the continent exports higher-value processed goods rather than just raw materials.
