Vietnam President To Lam addresses UN General Assembly

General Secretary and President To Lam of Vietnam participated in the 81st session of the United Nations General Assembly, delivering a high-level address regarding Vietnam’s role in global governance. During his speech, To Lam emphasized that building trust does not require eliminating differences, but rather managing them responsibly based on the UN Charter and international law. He advocated for the peaceful settlement of disputes through dialogue rather than force, specifically citing the importance of the UN Convention on the Law of the Sea (UNCLOS).

In addition to his address at the UN in the United States, To Lam conducted a state visit to Canada, strengthening bilateral ties. Observers noted that Vietnam is transitioning from a participant in international mechanisms to a more proactive actor in setting global agendas. This shift is characterized by an emphasis on multilateralism, equitable development, and the responsible management of emerging technologies to prevent new global divides.
