President Trump signs Mystic Alerts Act to expand emergency warnings
President Donald Trump has signed the Mystic Alerts Act into law, a bipartisan measure designed to modernize the national Wireless Emergency Alert (WEA) system by integrating satellite technology. The legislation allows commercial mobile service providers to transmit emergency alerts via satellite, ensuring that people in rural areas can receive critical warnings even when traditional terrestrial cellular networks fail during disasters.
The act was prompted by the devastating July 4, 2025, flash floods in Central Texas, where the Guadalupe River caused at least 139 deaths. Many victims, including 27 girls at Camp Mystic in Kerr County, did not receive timely emergency alerts due to damaged cellular infrastructure and failures in local warning systems.
Under the new law, participation by mobile providers is voluntary. Providers that opt in must notify the Federal Communications Commission (FCC) and comply with established technical standards. Subscribers must be given the option to opt out of receiving satellite-based alerts, and providers are prohibited from charging additional fees for this capability. The FCC is tasked with establishing the necessary regulations to integrate satellite communications while maintaining the effectiveness of existing WEA infrastructure.
