Entre Ríos legislature advances digital transformation law

The Chamber of Deputies of Entre Ríos has granted semi-sanction to the Digital Transformation and Innovation Law, an initiative promoted by the provincial Executive Branch. The legislation aims to establish the foundations for a 100% digital state by simplifying administrative procedures, progressively reducing paper use, and enhancing the relationship between citizens and the public administration.

Key components of the project include the implementation of the Electronic Document Management (GDE) system, the legal recognition of digital and electronic signatures, and the expansion of the 'Mi Entre Ríos' platform. The law introduces the ‘once only’ principle, allowing government agencies to securely reuse and exchange information already provided by citizens to avoid redundant documentation requests.

During the debate, the project incorporated protections for state workers' rights and commitments to training following concerns raised by the UPCN union. The initiative also establishes frameworks for modernizing technology procurement, including cloud services and software-as-a-service, while ensuring data security, confidentiality, and the responsible integration of artificial intelligence. The bill now moves to the Senate for further consideration.
