Alejandro Moreno files U.S. complaint against INE commissioners

Alejandro Moreno Cárdenas, leader of the PRI, has filed a formal complaint with the U.S. Department of State against three commissioners of Mexico's National Electoral Institute (INE): Arturo Castillo Loza, Rita Bell López Vences, and Frida Denisse Gómez Puga. Moreno alleges that the commissioners' actions constitute censorship following an INE order prohibiting him from referring to the Morena party as a 'narcopartido'.

Moreno is invoking the Global Magnitsky Human Rights Accountability Act, seeking economic sanctions and entry restrictions for the commissioners. He cited the 2025 U.S. sanctions against Brazilian judge Alexandre de Moraes as a precedent for addressing freedom of expression violations. The PRI also plans to escalate the matter to international bodies, including the UN, OAS, and the Inter-American Court of Human Rights.

Ariadna Montiel, leader of Morena, has criticized the move, accusing Moreno of seeking foreign protection to evade domestic investigations and maintain political privileges. She noted that the electoral slander rules Moreno is contesting were part of a 2014 reform originally promoted by the PRI. Moreno has countered that the government is attempting to intimidate him and strip him of his legal immunity through ongoing investigations.
