Brazil's CGU AI Audit Tool Saves R$257 Million via Software Architecture

In 2024 the Controladoria‑Geral da União (CGU) used its artificial‑intelligence system, the Analisador de Licitações, Contratos e Editais (Alice), to examine more than 118,000 public procurement processes. The analysis generated savings of R$ 257.25 million in completed audits, according to official CGU data.

Software architect Douglas Leonardo Nunes Santana explains that the tool’s effectiveness depends less on the AI model itself and more on the underlying software architecture. He stresses the need for a robust document‑ingestion layer that can locate, validate and standardise data from disparate sources, followed by normalisation of dates, values and company names. The architecture must also handle the poor quality of many public PDFs, which are often unstructured, scanned images or suffer from low‑quality optical‑character‑recognition. By ensuring each audit finding can be traced back to the original document, the system maintains reliability and traceability.

Santana notes that public procurement data are stored in incompatible systems with differing formats, identifiers and update cycles, making a solid architectural foundation essential for accurate risk identification in federal tenders.
