Prishtina officials request investigation into NPB contract

The Mayor of Prishtina, Përparim Rama, has called for a full investigation by the Special Prosecution Office regarding a 2021 contract involving the Public Housing Enterprise (NPB). The municipal leadership claims the contract was signed with a company that was established only one week before the public tender process was announced, and that the tender was open for only three days.

According to municipal officials, the current administration did not initiate, negotiate, or sign the agreement. They point to documentation from 2021, during the previous administration led by the Vetëvendosje movement, which includes the decision-making dates, signatures, and names of those responsible.

The municipality warns that the NPB faces a potential liability exceeding 32 million euros due to alleged lost profits from a project that was never realized. Officials are seeking clarification on the legal and factual basis for this amount, as no structures were ever built. Additionally, the municipality is seeking explanations regarding a Kosovo Government decision to de-compartmentalize a plot in Lakrishte, which remains part of an ongoing legal dispute.
