Romanian Competition Council fines Pro TV €4.1 million for breaching 2021 commitments

The Romanian Competition Council imposed a fine of 20.7 million lei (approximately 4 million euros) on the media group Pro TV for not complying with commitments taken in 2021. The commitments required the company to offer a commercial package in which the discount gap between the leading cable operator RCS&RDS and other operators would be reduced.

The fine was issued after a monitoring proceeding that found the discount gap had instead widened, contrary to the agreed terms. The Council’s deliberation took place on 4 July 2026. The sanction represents about 1.8 % of Pro TV’s 2025 revenue and roughly 6.6 % of its net profit. Pro TV has announced it will contest the decision.

The underlying investigation began in June 2014 following complaints from UPC Romania and Focus Sat, and the 2021 commitments were accepted in Decision No 102 dated 20 December 2021, which closed a probe into a possible abuse of dominant position. UPC Romania was later absorbed by Vodafone Romania.
