São Paulo authorities launch operation against clandestine gas stations
Authorities in São Paulo have launched Operação Bomba Oculta, a joint task force involving the Federal Revenue, the Civil Police, and the National Agency of Petroleum, Natural Gas and Biofuels (ANP) to dismantle clandestine fuel operations. The operation is a direct follow-up to Operação Carbono Oculto, which investigated organized crime's infiltration into the fuel supply chain.
As part of the crackdown, officials have rendered 1,283 CNPJs and 228 state registrations inactive. This measure is designed to block bank accounts and prevent the issuance of electronic tax documents by irregular businesses. The operation has already resulted in the sealing of several clandestine gas stations in the capital.
Investigations suggest that criminal organizations, including the Primeiro Comando da Capital (PCC), have used the fuel sector for money laundering, tax evasion, and the distribution of adulterated products. While the ANP has revoked over 10,000 licenses since 2019, many entities continued to operate illegally using active business registrations. The current task force aims to synchronize regulatory and tax data to close these loopholes.
