Procon-RJ fines betting platforms for consumer rights violations

Procon-RJ has begun applying sanctions to betting platforms, known as ‘bets’, for violating consumer rights in the state of Rio de Janeiro. A total of 175 companies are involved in administrative processes following a regulatory framework established by a joint technical note from the State Secretariat for Consumer Defense (SEDCON-RJ) and the National Consumer Secretariat (Senacon).

Since July, 60 platforms have already been fined. Identified irregularities include deceptive or abusive advertising—such as presenting gambling as a financial investment—lack of transparency regarding game rules and probabilities, failure to protect vulnerable consumers, and inadequate age verification processes. The investigation also highlighted issues regarding the exposure of minors to betting advertisements.

Fines are calculated individually based on the number and severity of infractions, the social impact of the conduct, the company’s economic capacity, and any history of recidivism. Penalties can reach a legal ceiling of R$ 14 million per company.
