Promigas reports slowdown in Peru natural gas expansion

A report by Promigas Peru indicates a significant slowdown in the expansion of natural gas services in 2025. The number of new users added dropped to approximately 147,000, compared to 279,000 in 2024 and 288,000 in 2023. Total connections have reached 2.6 million, covering 25% of the population.

The deceleration is attributed to tariff revision processes affecting several concessions. For instance, the Concession Norte (Gases del Pacífico) saw a drastic limitation in new connections after nearly 45% of its efficient investments were not recognized during its first tariff review for the 2025-2028 period. Similar challenges were noted in Ica with Contugas, and the report warns that Lima and Callao may face similar issues as the regulator recognized approximately 20% less investment than sustained by Cálidda for the 2026-2030 period.

Promigas suggests these tariff-setting processes lack technical-legal support and aim for artificial competitiveness, which undermines sector predictability and the sustainability of concessions.
